I think for a modorator this is a n00bish thread. But anyway.... ǽ.com is taken. They are called IDN domains. However... ǽ.biz is not taken and you can regsiter it at http://www.DomainSite.com for reg fee

Correct, there still is. You have to have a high capital to start the extension off and it need to be approved by Icann. It is a long process and you will have to look into it more if you were going to start one. You are looking at a $XXX XXX startup for it.
